EXPLORATIONS My task in the remainder of this book, I hasten to make clear, does not take the form of a quest for the holy grail of sociology, that elusive, definitive model of society, for as I have explained, society is whatever it is possible to communicate as being society. At one level my purpose is to describe how moral campaigns which claim to know the way to create a better world for children depend for their success upon the construction and dissemination of versions of society and of the social world which recognize only a small part of Good intentions into social action 29 what is ‘known’ to sociological observers.

Furthermore, when it comes to authoritative accounts of social events in the modern world the hermeneutics of moral standards for individuals (or groups of individuals) simply do not have the capacity to reformulate or replace social forms of knowledge. While morality insists on the distinction between good and evil, between morally right and morally wrong, society relies and continues to rely on those other distinctions offered by systems which it regards as authoritative in matters concerning children’s welfare.

This unknown may be expressed by the term ‘contingency’, ‘the fact that the possibilities of further experience and action indicated in the horizon of actual experience are just that—possibilities—and might turn out differently than expected’ that is, that the indications ‘might be deceptive’ (Luhmann, 1990c, Chapter 2). For each of society’s systems, complexity is represented, therefore, by what is not available to that system’s particular way of understanding the world. The assurances given by the system are then always contingent upon complexity over which it has no control and no understanding.
